The department provides legal advice and legal assistance to the Undersecretary of State for Natural Resources and the Environment and advises the Forest Service on compliance with federal environmental and management laws for the management of the 193 million hectare national forest system. The department also provides legal advice and services for the Natural Resources Conservation Service to support natural resource conservation programs in private and non-federal countries, including programs approved by the Food Security Act of 1985. CMO lawyers assist the Authority in the management of the Air Quality Conservation Program, environmental quality incentives program, Farm and Ranch Lands Protection Protection Technical Service Provider Initiative, Grassland Reserve Program, Wetland Reserve Program, Wildlife Habitat Incentives Program and Healthy Forest Reserve Program. The department provides legal advice and legal assistance to under-secretaries of food safety and marketing and regulatory programs, as well as related emergency lines, including the Food Safety and Inspection Service (FSIS), the Animal and Plant Health Inspection Service, the Grain Inspection Packers and Stockyards Administration and the Agricultural Marketing Service. Industry staff work with their client agencies on critical USDA programs in the areas of food safety and public health, animal and plant health, biotechnology regulations, agricultural marketing programs, raw material research and promotion programs, trade regulation and grain inspection. The Department of Citizens` Rights, Labour and Labour Law is divided into two sections: the Procedures Directorate and the Political, Compliance and Legal Assistance section. Litigation Defends USDA in individual and class actions filed pursuant to equal employment opportunity laws, the Equal Credit Opportunity Act and other federal legal and regulatory authorities. The department negotiates actions before the EEOC, the MSPB, the USDA Administrative Law Judges and supports the DOJ in federal district courts. The “Politics” section is responsible for the consultation and advice prior to the application for employment consultation before the EEOC. It also provides legal adequacy audits of all final agency decisions issued by the Assistant Secretary for Civil Rights in complaints, including all decisions made under the Agricultural Credit and Housing Credit programs under the Equal Credit Opportunity Act.
